Cached tiles do not load while panning on iOS

I have a Map integrated into a SAP Work Manager Application on iPad. 

I have downloaded and successfully cached the Basemap of the app. However when I zoom in and then start panning around, some tiles are not loaded automatically when I get near them (see screenshot).

Only when I zoom out a little, they will get loaded at some point and even stay while I zoom in again. 

Anyone an idea what the reason might be?

I am on version 10.2.4 of ArcGIS
